Description of changes:
This PR adds local symbol table append read support for binary and text reader.
List of changes:
makeSymbolTablesignature to take current LST value which will be used to append symbols to current LST.$ion_symbol_tablein the imports then it will perform LST append adding all the symbols to current LST.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
